What can we (the U.S.) do to help the opposition?

Send lawyers, guns, and money.

No, no, no... we can't meddle! See, we're the big bad imperialist USA and if we are perceived to be meddling, the regime might get violent. Just let this peaceful disagreement run its course -- wouldn't want bloodshed, which would be our fault.

Jeff, that would be fine under normal circumstances. But the people who need the guns have almost certainly no experience with them and so will need some target practice.
